Workgroup on Integrated Services

Summary of Accomplishments

April 2006

·        The Workgroup on Integrated Services was formed in February 2003.  This Workgroup, which reports to the Mental Health/Substance Abuse Coalition, consists of mid- to senior-level clinical managers of substance abuse and mental health organizations, as well as representatives of family advocacy organizations and consumer-run service providers. 

·        Initially, the Workgroup developed subcommittees that reviewed the Minkoff CCISC model in more detail, as well as other models that may be available.  At the March 2003 meeting, the group came to consensus to adopt the CCISC model at the systems level, while adopting the exemplary practice of Motivational Interviewing and Motivational Enhancement Therapy as a tool for practitioners to utilize specific to this population.  In addition, the group agreed to learn more about the Skills Building Model as an exemplary approach for practitioners.  The group also agreed that the provision of case management and peer mentoring were integral to the successful integration of services, identifying the need for concurrent ancillary services (i.e., vocational, educational, medical, etc.), as well as for natural support systems (sponsors, spirituality, family members, etc.). 

  • Update meetings are held periodically with Executive Directors.  Directors are informed regarding the activities of the Workgroup through their representatives, and at Executive Director meetings are provided with updates and plans for future activities. 

·        A Guiding Principles subcommittee consisting of consumers, family members and providers developed a series of values statements regarding the provision of integrated services in Broward County.  This values and guiding principles statement was reviewed and adopted by the Workgroup as well as by the MH/SA Coalition.

·        A Strategic Planning subcommittee focused on the development of the Strategic Plan, which was reviewed at the Workgroup’s meeting in July 2003, presented to and adopted by, the Executive Directors and MH/SA Coalition in September 2003.  This Strategic Plan, based on the one developed by the Tampa-Hillsborough Group, with their permission, is a long-range plan that covers all 12 steps of the CCISC model.  The Strategic Plan is reviewed at least semi-annually and has been most recently updated in January 2006.   This committee also drafted a “Community Access Policy” for individuals with co-occurring disorders in Broward County which was adopted by the Workgroup in February 2005.

·        A Clinical Guidelines Committee reviewed and analyzed various models for development and implementation of clinical standards specific to Broward County.  The group completed its document which was approved and adopted by the full Workgroup in December 2004.   This Committee has also developed “Elements for Screening Tools” and a Universal Screening Policy that all organizations will include in their collection of initial screening data.  It is anticipated that this information would be shared between and among providers for more effective and efficient transfer and referrals. 

·        Several members of the Workgroup attended training in Orlando (May 2003) presented by FCCMH and FADAA in the use of tools developed by Dr. Minkoff (COMPASS, CODECAT, and CO-FIT 100).  Dr. Holly Hills of FMHI provided the training.  She subsequently came to Broward County to provide training to supervisors and others in the administration of the COMPASS tool in February 2004 and on the CODECAT in March 2005.
